Minn. Stat. § 168.013

2026–2027 changes

A pending bill would convert the MSRP-based surcharge to a flat $100 BEV / $50 PHEV from Jan 1, 2027. It is not yet law.

Where to verify + pay

For registrations on or after Jan 1, 2026 the surcharge is MSRP-based: BEV is the greater of $150 or 0.5% of MSRP; PHEV is the greater of $75 or 0.25% of MSRP. The published figures are statutory minimums — many vehicles pay more.
